We've been asked to throttle back the update rate for Firefox 3.5.9 due to the changes made in bug 534079 which will require a complete wipe and re-download of the SafeBrowsing database.

I figure 50% is a good starting point?

I don't know how much load they can handle, or even how big the database is, but 50% seems like a reasonable starting point.

Should be fine on our side.
What about throttling 3.0.19? It got the fix, too.

If it's convenient to throttle both releases, that's fine, but the number of users still on 3.0.x is significantly smaller, so we're not as worried about the extra traffic.

throttling changes for 3.0.19, 3.5.9 shipping

(I'm riding along all the changes we need to make to this file today to simplify deployment.)

This patch:
* Removes 3.0.19 throttling, to enable the advertised major update to 3.6.2
* Throttles 50% of the 3.5.9 update requests, per this bug (test channels excepted). Advertised major update is enabled here, too.
* Preemptively throttles 3.5.10

Still waiting on driver confirmation of the major updates; if they're supposed to go out unadvertised we'll need to modify this.

try #2 - MUs should be unadvertised

Per release-drivers, we'll be shipping the two MUs as unadvertised ones, so we need to throttle 3.0.19 and 3.5.9 update requests fully.

Also, I moved the 50% to 3.5.8, which was mistakenly on 3.5.9 in my original patch.

This looks good to me.  No syntax errors either, which is always a good thing. :)

This will:
- throttle 3.5.8 at 50%
- throttle 3.5.9 and 3.5.10
- allow betatest and releasetest for all of the above
