I understand that /labs access requires approval from cbeard.

To help cbeard (and others) with the request: Julian is going to be working on the Bespin team for the next several months. He has been working with the project for more than a year, so we're familiar with his work already.

So, I'll vouch for Julian (for whatever that's worth :)
Adding Erica to confirm the form.
I have received Julian's Committer's Agreement.

Is there anything else needed for this bug? Given the transition of responsibilities, Pascal has approved Julian for access to /labs

why are we granting privileges to a non-corp e-mail address here?

If someone is getting access privileges because they are a corp employee, they should be using a mozilla.com address. This makes our lives easier for a whole lot of reasons, but that the general rule.

If you were a contributor, and you had access to resources before your employment, its fine to separate the two, but understand that any access you will be getting because of your employment here will have to use mozilla credentials.
Indeed, Aravind is correct. This should be done under jviereck@mozilla.com.
