steps to reproduce:
1.Go to https://preview.addons.mozilla.org/z/en-US/firefox/
2.Go to https://preview.addons.mozilla.org/z/en-US/thunderbird

In both URLs notice the top tags module contains the same set for tags

expected behavior:
Tags listed in this section are application specific.

FWIW, from the looks of it tags have never been app specific, so this question is not limited to the top tags box.

Tags themselves don't need to be app specific, as you're labeling the addon not the app. It would be annoying to have to tag a multi-app addon multiple times for each app. The box here would just make sense to only show top tags for that app.

Guess I forgot to remove [ddn] when I commented before, but just reaffirming that I like the idea of showing the top tags of add-ons in an app.

landing code for /tags/top (bug 581203)

solution of how to get Tags filtered by application id was not immediately apparent (in non horrific SQL way)

clouserw and I decided to land 581203 as is and watch and/or work on this bug for an overall fix

No changes.  Tags aren't even being used on the marketplace right now.
