An add-on author has complained that his add-ons is not available "for 12 hours" after reviewed, due to "Not a valid install package -207" error. I'm just seeing the same issue on the Jetpack public page. https://addons.mozilla.org/firefox/addon/12025 Bug 254632 was marked RESOLVED FIXED in 2007; is there some regression?

These are working for me now. The backend has moved to python now and is providing a whole new level of reliability.
