1. Create empty folder, f.e. "D:\0",
2. Create arbitrary HTML file in this folder, f.e. "d:\0\aaa.html". File may be empty or have some content,
3. Open file by Windows Explorer; it launches Firefox.
The bug occurs only if new FF instance is created on this step.
Now it's impossible to delete folder created on 1st step during the lifetime of FF instance created on step 3.
Reproducible: Always
Internet Explorer doesn't lock folder in this situation.
In fact, IE is "the best" here. It's the only application that doesn't lock folder in described situation. F.e., Notepad locks parent folder of text file, IrfanView - of image file, etc.

I can't reproduce this on win7 using a current nightly build
