If you attempt to drag a bookmark toolbar folder you lose the ability to drag URLs from location or tab to create bookmark

If you try to drag a bookmark folder on the toolbar, to rearrange the order, the folder does not move. Now when you attempt to drag an icon or URL from the location bar or tab, it does not acknowledge and you cannot create bookmarks by dragging.
Reproducible: Always
Steps to Reproduce:
1.Create a folder in bookmark toolbar
2.Attempt to drag folder
3.Attempt to drag URL from location bar or tab
Actual Results:
Cursor does not change to drag action, no drag-n-drop bookmarking is possible.
Expected Results:
Bookmark folders *should* be draggable, location or tab URLs should be draggable after attempting to drag a folder.

they are draggable unless they are open, there is a bug that prevents us to drag those folders if they are open and their menupopup is visible.
do you wait after clicking on the folder? try dragging as soon as you have clicked on it.

While DND on linux toolbar is still somehow bogus, this bug, as is reported, is WFM on Firefox 4.
