I can play the video:

smoothly in previous builds, but it's not smooth while using this new ogg decoder.

Can be more specific under what conditions this happens?
Like the platform, processor, video card, etc.

x86, Win XP
P4 3G, Nvidia 7950GTX 512M VRAM
Both the CPU and video card won't be the bottleneck.
IMHO, it's not hardware related issue. The video seems like playing under a wrong fps.

Video plays fine for me on trunk. Can you provide more details about what the issue is?

Currenly, I'm using "Mozilla/5.0 (Windows; Windows NT 5.1; en-US; rv:2.0b2pre) Gecko/20100718 Minefield/4.0b2pre", can't reproduce this issue now.
