Please check the command line parameters documentation. contentLocale is listed there and it has been removed from the code (philor says it wasn't working since Gecko 1.8). Maybe there are already MozMill tests for the command line options? https://developer.mozilla.org/En/Command_Line_Options#-contentLocale_locale
