Win32 Fennec l10n Desktop builds (mozilla-1.9.2) on Mozilla's ftp are over two days old while Linux builds are updated.

en-us build in /mobile/nightly/latest-mobile-1.9.2/ is fine. I tried to find something useful in tinderbox but I'm not really familiar with the build system.
The problem is that there are 8 build slaves allocated to producing those builds (mw32-ix-slave18 thru 25) and those are currently offline. There was a recent change in bug 555754 to allocate a smaller number of machines. This also affects lorentz but not mozilla-central (but I don't think the difference was intended; may not have meant to allocate a big hunk of our fast slaves to this task either).

The slaves go offline because of bug 550815. I've given them a tickle but I don't know how far through the backlog they'll get before going offline again.
