Steps to Reproduce:
1. Open the Library.
2. Choose an empty folder or create one.
3. Right-click on it.
Actual Results:
The "Sort By Name" option isn't grayed out.
Expected Results:
The "Sort By Name" option shouldn't be available. It the folder is empty there are no items to be sorted by name.
