Bug 555289 comment 7 and the patch in bug 548704 seem to indicate that -moz-locale-dir works here, so we should make use of it.

-moz-locale-dir is trunk-only, right? Please make sure that whatever I need to land on Lorentz/1.9.2 is available without trunk-only features.

I don't think this needs to land on Lorentz, but -moz-locale-dir was new in 1.9.2.

The problem is, -moz-locale-dir cannot be used in non-XUL documents, so it's not possible to use it here (I actually tried this.) Therefore, I'm WONTFIXing this bug.
