I got a report from Frédéric, one of our French localizers, that this morning his company PCs received the ballot screen. On 3 of the computers in his office, clicking on "install" did not download Firefox (this is now working).

The url in the ballot screen is:
http://download-eu.mozilla.org/?product=firefox-3.6.3-euballot&os=win&lang=fr

I just tried and it works for me, it is also working for Frédéric this afternoon, but we may have a bad mirror somewhere.

I'm out on vacation this week.  This could be fallout from bug 550510 (based on the screenshot this is more likely a problem with Bouncer itself than with a download mirror)

What time this happened at might be important... if it happened during the downtime window or before the bouncer upgrade was rolled back, for example...

Frédéric told me "in the morning", CET time, so that was probably around midnight-2AM for you.

I don't know how to reproduce the initial issue therefore I don't know if the issue still exists :)

Marking WONTFIX - can't duplicate this and I tried on a number of mirrors.  Re-open if you have more specifics.

Reopening, I can see it myself and this is also reported in French mozilla forums, the download link on the ballot screen gives an error message on mozilla.org for being 404:

That's being tracked in bug 563237. Fallout from the bouncer upgrade last week.

Same bug, so we hit it last time, too, but didn't put the pieces together.  Don't need two bugs open for it.  Bug 563237 is handling the current incident, this bug was for the one caused by the aborted rollout last time.
