For some reason, Thunderbird's uninstaller doesn't offer the uninstall survey to users on windows vista or later: http://hg.mozilla.org/comm-central/annotate/083e3dae4e99/mail/installer/windows/nsis/uninstaller.nsi#l485 It seems this restriction was added in bug 470392 comment 1, though I can't tell why Firefox's installer can get it going without elevated privileges and we can't.
Not wanting until we find a resolution for the core issue.
