I deleted all certificates but they appear again after
a FF restart

Reproducible: Always

Actual Results:  
Most built in certificates are back after a FF restart.

Expected Results:  
No more certificates in the authorities tab.

Keep all certificates deleted.
The removed CA is marked as untrusted after being deleted.
Status: UNCONFIRMED → RESOLVED
