Bugzilla 2.22 and 3.0 are both EOL, and 3.1 is a dev snapshots. So everything below 3.2 should be moved into archived/ so that people stop downloading them.
Do permissions block you from doing this yourself ? The webtools group appears to to have write access to it.

I've moved 2.22 and 3.0 into archived/. I'll move the dev snapshots when 3.2 is EOL.
