Most, but not all, of the ctypes tests can go into js/src as jsreftests. Some can't, because they'll be browser-specific.

This adds boilerplate to js/src/tests/js1_8_5/ctypes and implements a dtoa test.

Dan, dtoa.js test has this on top line: var gTestfile = 'template.js'; Looks wrong to me...
