I thought it would be @ admin/user/settings but apparently not.

I tried to look for the "temporary password" text on my local server ..
 
paul@paul-desktop:~/Development$ grep -r "temporary password" drumbeat

.. but nothing is returned .However i am having a problem running "svn update" at the moment ..

I think you just need  to change the default text "Welcome, no approval required" @ admin/user/settings :-)
