I have tagged a case with 'VIP', and when I attempt to delete it (select and click red X), I get a pop-up error stating:
The tag "" does not exist.
on further investigation, the problem seems to occur with any tag containing capital letters.  

Reproducible: Always

Steps to Reproduce:
1. add a tag to a case containing a capital letter
2. try to delete it 



running against bugzilla 3.0.8 and postgres.  probably this is some collations issue?
