Steps to Reproduce:
1. Go to www.popuptest.com
2. Ctrl+Click on any of the common popup techniques to open that tab in the background
3. Slide open the tab sidebar and go to that newly opened tab
Actual Results:
The pop-up blocking notification bar is not present and the pop-ups are blocked.
Expected results:
The pop-up blocking notification bar should be present and the pop-ups should be blocked.

We intentionally don't show these prompts (on any tab) if the tab trying to open popups is not selected. Not sure if that's an artefact of old code, or an actual design decision. ccing madhava

Desktop does the same thing. It was an intentional decision.
