New tabs should open relative to existing tabs, rather than at the end of the tab strip unless explicitly requested so by the user with something like ctrl+shift [new tab button].

Reproducible: Always

Steps to Reproduce:
1. Open up tabs
2. Select random tab amongst them all
3. Press ctrl+T
Actual Results:  
New tab opens at end of strip.

Expected Results:  
New tab opens relative to existing tab.
