steps to reproduce: 1. have someone write: 'night on an irc channel with firebot present 2. connect to a channel w/ firebot 3. enter !seen someone actual results, as seen by ChatZilla: <firebot> cjones was last seen 3 hours, 54 minutes and 22 seconds ago, saying ”night' in #content. expected results, as seen by Adium: firebot ‣ cjones was last seen 3 hours, 54 minutes and 22 seconds ago, saying ''night' in #content. notes: collapsing quotation marks to double quotes should probably only happen if there are: 2, 4, or more single quotation marks, and probably if there are 4 or more only if they can collapse sets of 4 (') into pairs of 2 (")
