In the Administration > Parameters > Attachment > maxattachmentsize, the description is that:

The maximum size (in kilobytes) of attachments. Bugzilla will not accept attachments greater than this number of kilobytes in size. To accept attachments of any size (subject to the limitations of your server software), set this value to zero.

So this means that if the value is 0, then the attachment of any size can be attached.

But now if I set to 0, then I won't be able to take any attachment.

Steps to Reproduce:
In the Administration > Parameters > Attachment > maxattachmentsize, the description is that:

So this means that if the value is 0, then the attachment of any size can be attached.


Actual Results:  
But now if I set to 0, then I won't be able to take any attachment. 

Expected Results:  
The accepted attachment should be of any size.
