A second instance of 3.7a4 tries to open.  An application icon bounces on the dock. It's, however, "not responding."

Reproducible: Always

Steps to Reproduce:
1.launch 3.7a4
2.use as usual
Actual Results:  
A second instance of 3.7a4 tries to open.  Focus isn't changed to new instance.  Can't close second instance unless it's "force quit" in which case the first instance quits too.
