CSS in user added plugins doesn't work properly because it is served via /file/at/ which yields a mime-type of zombie/brains.

We should probably just change it to use the /preview/at URL which will give the correct mime-type. Additionally, we can likely eliminate the scriptpopper middleware and make scripts do the same thing.

Fixed in changset 40a32145cdf7.

The scriptpopper middleware code is still there, as the js files get surrounded 
by some tiki "metadata", which is not done using /preview/at.
