(Note: this is filed as a meta bug as part of the “Paper Cut” bugs since we assume that there are multiple existing bugs related to this behavior. Please make them block this bug.)

To reproduce:
1. Go to a web site that requires HTTP auth to log in
2. Notice how the resulting dialog makes it impossible to switch to other tabs

Recommendation:
App-modal dialogs need to be eliminated. The major categories are:

1) JS alerts/prompts
2) HTTP auth dialogs
3) Master password dialog

This is less of a paper cut and more of a, well, sword cut?  Perhaps wrap this work into the notification project (bug 551861)
