56115 - Button labels not exposed to Windows; not read out loud

This is seen in Netscape 6 PR3.

To reproduce:
- I reproduced this with an installation of Windows 2000
- Press Ctrl+Esc R to bring up the Run box
- Type 'narrator' to start the Microsoft Narrator
- Launch Netscape 6 (and IE 5.5 for comparison)
- Load this page, i.e. this Bugzilla report
- Click into this Description box and press Tab twice

Result: IE 5.5 will correctly read the label of the button out loud ("Commit"). 
Netscape 6 (when pressing Tab in a TEXTAREA works correctly) will not read the 
label of the button out loud; presumably, we aren't exposing the text correctly 
to the OS. In the meantime, you can select the "People not in the Netscape..." 
combobox and press Tab to highlight the button and hear it not read.

Assuming this means implementing the MSAA interfaces, we haven't identified
anyone to do this work, and aren't sure how high a priority it is. I should be
know enough to retarget next week. adding helpwanted keyword.
