This random orange becomes a permaorange when I make the initial about:blank load without a parser (i.e. faster) but still so that its load event fires async and if the newly-created docshell navigates to somewhere else right away, the initial about:blank doesn't fire load.

I don't see anything obviously wrong with the test. Test authors, could you, please, check if you can explain this random orange given the information that changing the initial about:blank makes this a permaorange?
