Do you have a URL or a testcase that you can upload (see "Add an attachment" on this bug report) showing the problem? This might be a duplicate of bug 484117.

This bug is indeed related to 484117: I just tested by changing the direction to RTL on my attached file and row 2 worked as expected, but row 1 still did not show a final-connected-nun. Am I right in saying that this behavior regarding row 1 is incorrect?
I'd expect row 1 to show the final form and row 2 to show the initial form. I can't say I'd know what those ought to look like, though. (Row 3 should show initial then final, and be indistinguishable from without the ‍.)
For me row 1 is showing the isolated form, not the final form. I see the same thing in IE, so this may well be a bug in Uniscribe.

This is because the ZWJ is being rendered with a font earlier in the fallback chain.
