Details

For weave, we need to support a forest with en-US included, all in the same directory structure. Essentially, new scheduler, and generalize the compare-locales logic to be able to call compare-dirs' compareDirs instead, too.

I got to fix this today, http://hg.mozilla.org/users/axel_mozilla.com/locale-inspector/rev/09c8b5c9a194. Nicely enough, things work quite magically all through to the shipping app, with diff and everything.
