When Test Pilot is first installed, we need to make sure the user is agreeing to the privacy policy. Perhaps a check box on the welcome page; if not clicked, Test Pilot won't run. The text can have a couple of sentences explaining the privacy policy in plain English, with a link to the full legalese.
Especially important for going into the Firefox 4.0 beta

In Firefox 4 beta, extension will be bundled and enabled by default, but user isn't opted in to any data collection until they agree to this privacy policy. That means that until they check this box (or click 'agree', whatever), we start no studies and display no notifications.
Also need an opt-out button for the Fx4.0b version? Discuss.
Target Milestone: 1.0 → 1.1
Once they agree to privacy policy, Fx4.0b TP users should have "always submit" pref on by default.
