Focus rings in mail trees should go around the initial treechildren, not the entire tree

Currently the focus rings that are drawn around the mail threadpane and folder
pane are drawn around the outside of the entire tree, resulting in:

1) unsightly extra border to the top of the threadpane
2) unsightly white border along right side of folder pane.

The suggestion is to use this on the toplevel treechildren of the trees instead.
The only difference would be that there would be a single pixel gap between the
top of the scrollbar and the treehead/sidebar header, but this is minor and
there would be a large appearance lift.

When I did this, I sought to imitate the style of tree focus rings achieved in 
Netscape 4.x.  Look at Messenger 4.x and you'll see that the focus ring goes 
around the whole tree.  Not that that is necessarily the best look, but that's 
what I was going for.

Ben do you have the patch for this?  I don't think we can get this one for rtm 
but I would like to land this on the trunk as soon as we can.  It does look 
better this way.
