Repro Steps:
1) Search for hang | KiFastSystemCallRet crashes

2) Note search result has report/list?build_id=&query_search=signature
2) Click on a search result

Expected:
A list of KiFastSystemCallRet crashes should be shown

Actual: 
Page is 404 and tries to route to a build page that doesn't exist.

We already have code in place that removes empty params from the report/list link (as this issue has cropped up before).

It's not obvious how any 1.6.2 patches could have caused this.

I can't repro in development so far.

Another oddity is that it doesn't repro for 'hang | ntdll.dll@0x1f871'.

If this is a regression let's get it in for 1.6.3, otherwise 1.7 is fine.

This was fixed in 1.6.2.
