Currently, addon developers have to poll:
https://addons.mozilla.org/en-US/firefox/pages/appversions
to know when the next release has been added.

Some sort of notification scheme (rss, email, whatever) might shave some weeks off the time that addon authors know that they can alter their install.rdf for AMO.

The simplest step in that direction seems like it'd be setting up an rss feed for:
https://addons.mozilla.org/en-US/firefox/pages/appversions
