562727 - Include confidentiality disclosure in binary add-on section of policy

A couple of add-on authors have pointed out that we should be clear about what we do with the source code of binary components, when we request it for review. A couple of things we should mention:
a) The source code will only be used for the purposes of reviewing the add-on.
b) The source code will not be distributed.
Then we can include the URL in the source code request canned response, which will probably make it easier for authors to cooperate.
