If you created your account on *this* server prior to the date that's listed in the header on the staging site, it will already exist on that box. If you created your account here longer ago than that, then let me know the approximate time and date when you signed up and I'll retrieve the mail for you (the mails are getting generated, they're just being dumped into a mailbox on the local disk instead of being mailed out, because mailing them would confuse a lot of people)

Or one of us could just create you an account and email you the password, if you tell us the email address you are trying to create an account for.

In this case it is "can not", because it would make sense to say "I can create an account"... Of course there is another school of thought that states it should always be "cannot", and yet another that says it should always be "can not".
For now, I'm just using my personal account. (I wanted to create a new one for explicit REST API testing... I expect however, some of the people who are going to want to test my code, will not have bugzilla.mozilla.org accounts...
Summary: Cannot create an account to test the REST API → Can not create an account to test the REST API
i'm sorry. it's pretty clear that you *aren't* capable of creating your own account. you had to get help.
that's "cannot".

The staging server is now (sadly) behind a login, so this is a lot less relevant.
