Turns out we explicitly disable history on content tabs, and I can't think of a good reason to.  For 3.1, add-ons can monkeypatch this stuff, but it seems bass-ackwards in the long run.

I think we probably want to make it really easy for people to do add-ons that provide minimal navigation within a website.

Standard8 has an initial patch, but it doesn't hook up the commands with the context menu, so with this patch the only way to do navigation is through the Go menu, Forward & Back.

(Something we should explore in an add-on would be some minimal urlbar w/ nav buttons in the tab, maybe something like what mobile safari or fennec do.)
