We need to support different url's for what's new tabs, depending on the circumstances in which the user is starting up: - First Start -- This page is displayed on first start in a tab. Not sure if we want this displayed in front or in background. -- The suggestion is that the "firstrun" option that currently is displayed in the message pane is moved to the tab. - What's New for Minor updates -- When a user does a minor update, e.g. 3.1.1 -> 3.1.2, they should be displayed a page with information about that minor update. - What's New for Major updates -- When a user does a major update, e.g. 3.0 -> 3.1, we should display information about the update, e.g. new features, where to get help etc. In these builds we also need to keep a record, so that when the user goes to Help -> What's New, they will get the page that they got on first startup. I also think that we should stop showing the tab for downgrades.

Note: bug 563044 has been set up to define and create the new urls. So see there for the urls we need to be using.
