This is more of a behavior "bug". When cloning a bug, I expect to see the reporter field is also cloned, but the person who cloned the bug become the cloned bug's reporter. This doesn't seem to be right to me. But some might disagree. Would nice if it can be an option for the cloner to decide whether the original reporter, or the cloner to go into the new cloned bug's reporter field.

I understand your requirement, but our bug "cloning" system is just a way to file a new bug with values similar to the current bug. Since you're the filer, you're the reporter. If you want to really be able to *copy* a bug with values like Reporter, then that would actually be a whole separate feature.
