Bug 562718 dealt with the non-anonymous new tab button when the tab bar overflows. When not overflowing, the anonymous new tab button still makes the tab bar one pixel taller (so it shrinks when overflowing), as the icon is too large in combination with the tab border image.

This lets the icon overlay the border. Note that subtracting too much doesn't hurt, -5px would work as well.
