spinoff of bug 529464... this can be tested using app update xpcshell tests

Lets be careful that we don't leave read-only paths/file around afterward, causing problems on the next run when we try to clean up.

The app update chrome/test_0171_check_noPerms_manual.xul, chrome/test_0172_notify_noPerms_manual.xul, and browser/browser_updatesCantApply.js cover this well enough
