563901 - Firefox try to create folder "Downloads" even if I have change default "Save files to..." option to other folder.

I have change to default folder for "save file to..." to other folder.

(Tools --> options --> general --> Save files to)
The default is "Downloads" and I have change it to other folder.

Then I delete the "Downloads" folder that Firefox have create.

The download is normal, it download to my new setting folder.

But when you click Tools--> options --> general
You do not change anything, but press OK.
You will find that Firefox create the empty default folder "Downloads" again.

Try again by delete the folder "Downloads"
Click Tools--> options --> general --> OK
Then that folder is created again!!

I don't need that folder, I use the other.
I am boring to delete it everytime.

Reproducible: Always

Steps to Reproduce:
1. change default "save files to..." to other folder
(tools --> options --> general --> save file to...) then click OK
2. delete folder "downloads"
3. click tools --> options --> general --> OK
Actual Results:  
empty folder "Downloads" was created.

Expected Results:  
No folder created.

Occur even is safe mode.
