Steps to Reproduce:
1. Go to the release notes.
2. Click the https FTP link for binaries.

Actual Results:  
Only a "src/" folder.

Expected Results:  
Folders with binaries, such as:
https://ftp.mozilla.org/pub/mozilla.org/security/nss/releases/NSS_3_11_4_RTM/

Someone who wants to use certutil with Firefox:

Also this web page is  incorrect:
https://developer.mozilla.org/NSS_3.12.6_release_notes
"NSS 3.12.6 source and binary distributions are also available on ftp.mozilla.org for secure HTTPS download"

These web pages are correct:
https://developer.mozilla.org/NSS_3.12.4_release_notes
https://developer.mozilla.org/NSS_3.12.5_release_notes
"NSS 3.12.5 source is also available on ftp.mozilla.org for secure HTTPS download"

So it's a regression.
