The flash player seems to load but the next time flash is needed the plug in service comes on to load it again.

Reproducible: Always

Steps to Reproduce:
1.receive available plugin download request for Adobe Flash Player 10.0.45
2.complete installation
3.reload page that flash player was needed.
4.available plugin download request returns for flash player.
Actual Results:  
recycle for flash install request

Expected Results:  
Fully completed install

I can confirm this occurring on Mozilla/5.0 (Windows; Windows NT 6.1; Win64; x64; en-US; rv:2.0b2pre) Gecko/20100706 Minefield/4.0b2pre (.NET CLR 3.5.30729)

We're in the process of removing support for plugins (bug 1677160), so I think this bug is irrelevant now.
