I'd like access to make personal repositories on hg.mozilla.org -- I followed the instructions on the wiki and got a permission error, so I'm guessing something needs to be setup for me to use this (I can ssh in, just not actually make repositories).

Sort version is that you need:
- one voucher (someone who already has access)
- to sign the committer agreement ( http://www.mozilla.org/hacking/notification/ )
- to attach your ssh public key to this bug

... unless your pubkey has already been associated with your LDAP account (e.g. for svn or people.m.o access)

Bah, nevermind all that, I just found bug 551063. This is just a bit flip, over to server ops for hg and scm_level_1.
