Bug 436957 called attention to the inadequate documentation on the meanings
of the specific flags for ASN.1 encoder/decoder templates in secasn1t.h.
That bug was fixed, but the bug was kept in an open state because the
comments were never improved. So, I'm creating this separate bug just to
request that those comments be improved, so that I can retroactively close
bug 436957 again.
Attached here is the patch that Julien rejected. See bug 436957 for his
review comments.
