56658 - mousepointer changes back to arrow on links

Steps to reproduce:
* load a page in mozilla
* hover the mousepointer over a normal link

Expected result:
* mousepointer should change to hand icon

Actual result:
* Mouse pointer quickly flahes to hand icon and then return to the arrow icon

Other info:
* this is seen with 2000101308 on windows 2000, and has also been seen on
windows nt 4, but a bit ealier build

* This problem does NOT occur with links in the sidebar, or in the mail/news
document window. Here it stays like a hand

Nominating for rtm, since this is big change in the behaviour and this seems
like a small localizad bug (only happens in browser window)
