Example case: Jetpacks may provide initial localization in form of a JSON file bundled inside the .xpi. L10n API should be able to access that bundled file. jetpack-core/lib/l10n.js loaded from inside jetpack-1 should be able to access data file from jetpack-1.

The Add-on SDK is no longer a Mozilla Labs experiment and has become a big enough project to warrant its own Bugzilla product, so the "Add-on SDK" product has been created for it, and I am moving its bugs to that product. To filter bugmail related to this change, filter on the word "looptid".

It doesn't seem like we've needed it yet, and when we do, it would be better to track its implementation as part of the work we're doing that requires it.
