The following prefPane options to manage account should be disabled when the weave user is not signed in:
* Change password
* Change Secret Phrase
* Reset Sync

Only "Use a different account" should be active.  The others listed doesnt make sense if not logged in.

Repro:
1) install weave 1.3b5
2) sign in
3) disconnect user
4) open prefpane, verify manage account options are active and clickable

Expected:
- disable or gray out the options above if not signed in.

since clicking those links don't actually break anything, i'm fine with this landing for 2.0

The more I think about this, the more I think this is wrong.  Connect/Disconnect is _not_ treated on a UI level as logged in/logged out, it's just "not actively syncing" so the there's no real reason to disable account management functions.

Reset Sync, for one, actually logs the user in and performs the sync.
