I'm not sure how we'll do this right... at least not without adding something to the API.
Is this still a valid bug.  Are we sending emails for pw reset?
emails, yes. Localized, no

Account Portal is now representing most i18n needs. I am not sure at which point we want to add more languages into our apps, so marking this as 'future'

Account portal supports templating of the email, so at this point, I think this can be resolved pending a wider effort to localize.
