Moving to Tarek for now, since we're not going to fix this in PHP reg.
Account Portal is now representing most i18n needs. I am not sure at which point we want to add more languages into our apps, so marking this as 'future'
Account portal supports templating of the email, so at this point, I think this can be resolved pending a wider effort to localize.
