User without rights
User-Agent: Mozilla/5.0 (Windows; U; Windows NT 6.1; de; rv:1.9.2.3) Gecko/20100401 Firefox/3.6.3

All users (even those without any rights) are able to select alls products for search.
User without any rights get no result but in my bugzilla 3.2 installation they could not select these products.

Your screenshots are unhelpful. What is important are group settings for each product. A product which has no group set to Mandatory/Mandatory is visible. That's the desired behavior.
